I can tell you for a fact there is voter fraud in California.  I have witnessed it.
For many years, I used to work the polls.  (that's polls, not poles)
I worked when Calif had the voter ID law, and I worked after they rescinded it.
When the ID law was in effect, it was easy.  People approached the counter with their ID out, you located their name on the roster, and if it matched, they signed by their name and you gave them a ballot..  No muss, no fuss.

After ... they just had to tell you who they were, and when you located their name on the roster, they signed it and you gave them a ballot.  If someone else of the same name came in, even though someone had signed and voted, you gave them a ballot.  If someone was listed as a mail-in ballot, but came in to vote, you gave them a ballot.  If they weren't on your list at all, but claimed to be from another precinct, you gave them a ballot.  In short, you gave EVERYONE a ballot who came in.  In my last year working the polls, we had 305 more ballots counted than we had on our precinct roster. 
This is why I no longer work at the polls.

Now, you might say that all these ballots were hand checked to verify they were really a registered voter.  I toss the BS flag on that, just based on the number of ballots that were cast and knowing human nature.

I'm a huge proponent of voter ID - and I believe ANYBODY can get an ID for free if they want one.
