Does that MT suit HMWAIC have a magic number in mind that has to be reached  in order to be called "boots on the ground" since he continues to send American combat troops to Iraq.

The number is determined by himself and is politically convenient. It is subject to change till HRH Barry determines that there really are "Boots on the ground".
