You do realize 1997 was during Clinton's time in the White House and 2005 was during GWB's Presidency and he (Bush) of course will get the blame for this.

I am sure there is an easy explanation why the government is building civilian prisons within existing military bases. I will let you offer an easy explanation...

"They", who you say are planning to shoot civilians ("What they PLAN on doing is shooting citizens that don't comply to their demands."), are the ladies from the Social Security office. The civilians are the 65-yr-olds who didn't fill out the medicare application forms properly (as demanded).

Once they get these guys all fenced in, they could also be used for target practice by Army recruits. Bush probably also hoped to give Cheney some more hunting practice.

Of course, these civilians would only be white, heterosexuals.
