Not certain how a fund raiser of the Broomrider, a big donor to the Clinton Foundation and someone who secured a sensitive position on a government intelligence advisory board with no obvious experience in the field has anything to do with Citizen's United. FYI Arbitrage trading has existed since the 70's. Oh and the NSA has algorithms for collecting security data as they listen to all the telecommunications and Internet chatter. Duh.

This is far, far, more than just simple arbitrage.  This is data collection and execution of trades at speeds the human mind couldn't begin to process.  You seem to be forgetting that this was 5+ years ago.  Before Snowden, before open outcry became all but silent in trading pits.  This was cutting edge technology at the time,  and Fernando was right in the thick of it.  So to suggest that he was appointed to a board that he was not qualified to be on is complete BS.
