Sioux Falls Purchases Rail Yard

Not sure why the City of Sioux Falls wants to get into the Real Estate business. Seems like they lost their arse when purchased a property (home) along Kiwanis Ave. There also hasn't been any movement on where to move the RR switching yard as the Brandon proposal was pretty much rejected. Anyone have any good info?
