Of course you aren't going to assume anything good about a rabid dog, why would you? That doesn't even make sense. The whole statement makes no sense. The proper analogy for your point would sound more like:
If there's a rabid dog running around your neighborhood you're probably not going to assume that any particular dog is safe and you are going to put your children out of the way. That doesn't mean you hate all dogs.
